City Navigator Australia on CD is a MapSource product, and can be used 3 ways:-

Waypoint and Route Calculator/Manager.
The map loading feature of Mapsource digital mapping, allows you to select individual maps in areas
of interest and download the selected maps to a compatible GARMIN GPS or Garmin memory card.
This map transfer feature is compatible with the following GARMIN GPS units:
eTrex Legend, eTrex Vista and eTrex colour series, GPSV, GPS3+, 12Map, Navtalk, GPSMAP162 and 168, GPSMAP176/276 series, GPSMAP 60 and C and X series, GPSMAP 76 and C and X series, StreetPilot series, Quest, iQue series, Nuvi series, GPSMAP 196 and 296, and eMap.
StreetPilot series, iQue series, GPSMAP176/276 series, GPSMAP 196/296 series, and eMap, require a blank memory card to upload map data to these compatible units. Some units may come with memory card pre-loaded.

 MAP Viewer - MapSource digital map products allow you to view a color map of an area, down to a resolution of a few metres. All features stay in focus no matter what zoom scale. You can easily zoom by rectangular window, or scale, or pan to a particular town or point of interest. Depending on the product, roads, streets, rivers, towns and highways, points of interest and other landmarks will be shown in perfect scale.

REAL TIME MOVING MAP. All Garmin Mapsource products allow you to connect a Garmin GPS by cable, and track the GPS position on the map, in real-time (would normally require a laptop computer). GPS Waypoint, Tracks and Route MANAGEMENT.
City Navigator can manually create waypoints and routes, or can calculate a route based on shortest or quickest method, from anywhere to anywhere in Australia. This information can be loaded to any Garmin GPS. Or you can download waypoints, routes, and tracks from the Garmin, and they will be overlayed on the screen for direct comparison with existing information. You can analyse downloaded GPS information such as speeds, distances, bearings. Way point information can be annotated and edited. Waypoints can be stored in different categories (similar to CAD layerss).
